It's hard to tell from this photo but half of that large splash are minnows jumping to escape being caught by the Black Skimmer as it skims the water surface. I have spent a lot of time photographing these birds this year and on my last visit I specifically set up to capture them backlit and get this glow on both the bird and the water. I have another photo after this one where you can see minnows jumping out of the way in front of the bird. It seems to never get old to me watching them skim the water at such a low angle and thankfully the water was nice and calm on this particular morning.
